Must every file be loaded?
No. Start with the manifest and use the HDI or HDIMM to identify the minimum relevant resources.
Does loading the resources make an AI governed?
No. Governance depends on the controls actually applied, the registered evidence and the authorised reliance decision.
Can the AI add outside information?
Yes, but it must label it EXTERNAL and should not present it as registered SyncLogic knowledge.
What should happen when sources conflict?
Record the conflict, identify version and authority, and do not silently choose a preferred source.
